The 1st Special Purpose Aviation Army (AON-1) was formed by NKO Order No. 001 on January 8, 1936. The unit was considered part of the High Command Reserves and was intended for operational and strategic tasks and the conduct of independent air operations. The unit initially consisted of four heavy bomber brigades and three fast bomber brigades, totaling 876 aircraft. The brigades were later grouped into three separate corps, located in Monino (Moscow), Kalinin, and Voronezh[1].

In May, 1938, the structure of the Special Purpose Aviation Armies was standardized to contain four regiments with the total number of aircraft reduced to 307 aircraft (61 bombers and 15 fighters per regiment). The armies were subordinated directly to the Peoples Commissariat of Defense, with administrative subordination to the commander of the military district that the army was located in[1].

In April, 1940, all of the Special Purpose Air Armies were disbanded and their units were transferred to long range aviation units subordinated to the High Command[1].
