- Part of the Odessa Military Region[1]
- In 1940:
- located at the Kotovsk airfield, near the Romanian border
- Had five squadrons of ten planes each
- Commanded by Maj. Vasily Georgievich Rodyakin (майор Василий Георгиевич Родякин)
- Reequipping to the Su-2 from the SB bomber. Not fully reequipped by the beginning of the war, and not all aircrew were well trained on the new plane
- April 1941: regiment moved to a new airfield near the Dnestr
- End of April & May 1941: practicing alerts, "rarely a day went by without an alert"
- June 22, 1941: the regiment was coincidentally put on alert 20 minutes before the start of the war

- July 21, 1941: two flights of nine aircraft sent off to attack German and Romanian forces approaching the Dnestr between Yamol' and Sorok'. Only two of the eighteen bombers sent out returned. The bombers were unescorted, as the "situation did not allow waiting for fighters". Attacked target through heavy ground fire, which claimed perhaps half of the bombers. After flying out of the ground fire, they were attacked by Messerschmidts.
