Gusev joined the Red Army in 1926. He completed the Leningrad Military Theory School for Pilots in 1926, and flight school in 1928. He became commander of an aviation unit in July, 1930. In November, 1931, he became commander of the 9th Ground Attack Squadron[1].
Gusev participated in the Spanish Civil War from October, 1936 to July, 1937[1]. He was put in charge of a squadron-sized contingent of SSS ground-attack aircraft, consisting of 31 aircraft, 109 personnel, plus spares, ammunition, and airfield equipment[2].
From 1937-1939 Gusev commanded the air forces of the Belorussian Military District. In 1940-41 he commanded the air forces of the Far Eastern Front[1]. On June 4, 1940, Gusev was promoted to the rank of Lt. Gen. of Aviation[3].
Gusev was arrested shortly after the start of Operation Barbarossa, on July 11, 1941. He was sentenced to death on February 13, 1942, and executed on February 23, 1942[4].
