Höppner was a cavalry officer and began World War I with a string of command positions including Chief of Staff for 3.Armee, Commander of 17.Division, Chief of Staff for 2.Armee, and Commander of 75.Reserve Division[1].
In October, 1916 the Germans reorganized their air forces, unifying all aviation and aviation support services (excluding Naval aviation) under a single command, the Luftstreitkräfte[2]. Höppner was appointed as the commander of the unified air services, Kommandierender General der Luftstreitkräfte (Kogenluft), reporting directly to Hindenburg at army general headquarters (OHL)[3].
