Hall had been living in France prior to World War I, and enlisted in the French Foreign Legion (Deuxieme Regiment Estranger) two days after the start of the war in August, 1914. Hall joined approximately 150 other Americans in the self-styled "American Volunteer Corps" that became part of the Legion[1].
In December, 1916, Hall was sent to Russia by the French to provide assistance to the Russian air forces[2].
