Shortly after the revolution, Konkin was a member of the "Aviasovet" group (see Command Structure of the Soviet Air Forces, 1918-1941#Transitional Revolutionary Organizations.

During the Russian Civil War, Konkin served as commander of aviation for the 8th Army on the Southern Front in late 1918^[1]
