Kopets joined the Red Army in 1927. He completed the Leningrad Military-Theoretical School in 1928, the Kachinskii Military Pilots School in 1929, and the Senior Commanders Development Course at the General Staff Academy in 1935. After that, he served in the aviation brigade at the Zhukovskii Military Air Academy[1]
He participated in the Spanish Civil War from September, 1936, as the commander of a group of volunteer pilots at the rank of Senior Lieutenant. For his actions in Spain, he was awarded the title Hero of the Soviet Union on June 21, 1937[1].
After returning from Spain, in 1938 Col. Kopets was made Deputy Commander of the Leningrad Military District Air Forces. During the Soviet-Finnish War, he served as the Commander of the 8th Army's air forces[1].
On June 4, 1940, Kopets was promoted to the rank of Major General of Aviation[1].
At the start of World War II, Kopets was the commander of the Western Special Military District Air Forces.
