Mezheninov graduated from the Kazan Military School in 1910, the Emperor Nikolai Military Academy (the General Staff academy) in 1914, and the Kiev Pilot-Observers school in 1916. He served in World War I with the rank of Captain[1].
In August, 1918 Mezheninov joined the Red Army and served in a number of command positions during the Russian Civil War and the Polish-Soviet War, including Chief of Staff for the 4th Army on the Eastern Front (1918-1919), commander of the 3rd Army (March-August 1919), commander of the 12th Army (September 1919-June 1920), and commander of the 15th Army (September-December 1920)[1].
From December 1921 to November 1924, Mezheninov began serving in the Air Forces, as Chief of Staff and 1st Deputy Commander. He then served as Chief of Staff for the Ukrainian Military District until 1925. From 1925 to 1931 he again served in the air forces, as Assistant & Deputy Commander of the Air Forces. From 1932 to 1933 he served as Chief of Staff of the Air Forces[1].
Starting in 1933, Mezheninov served as Deputy Chief of Staff for the Red Army and member of the Military Council of the NKO. He was arrested during Stalin's Military Purges on June 20, 1937, and executed on September 28, 1937[1].
