Mozhaev worked as a mechanic at the Duks aircraft factory prior to joining the Russian army in 1914. He completed pilot-observer school and served as a pilot with the rank of Warrant Officer[1].

He was an early participant in the Russian Revolution, serving as a founding member and chairman of the "Petrograd Bureau of Commissars for Aviation and Aeronautics". He held a variety of different roles during the Russian Civil War, including instructor of aviation for the Red Army's 1st Corps, chairman of the Government Committee for Organization of the Evacuation of Aircraft and Ammunition from the Ports of Arkhangelsk and Murmansk, commander of the Arkhangelsk Air Group, chief of the Aviation and Automotive Section of the Field Headquarters, commander of armed forces in the Arkhangelsk region, commander of the 1st Voronezh Air Group, and commander of the 3rd Aviation Artillery Detachment[1].

After the Russian Civil War, Mozhaev held a variety of flight and command positions in the Russian air forces. He attended the Zhukovskii Military Air Academy in 1929 and graduated with the rank of Engineer-Mechanic. Starting in 1932 he served as a Senior Inspector at the Air Force's Scientific Testing Institute (NII)[1].
