Naumenko joined the Red Army in 1918 as a cavalryman. He served in the Russian Civil War in the Kuban, the Ukraine, and the Southern Front and rose to the position of commander of a cavalry platoon[1].
After the end of the civil war, Naumenko continued to serve in the cavalry. He was transferred to the air forces and completed pilot-observer's school in Leningrad in 1928. In March, 1934, he became commander of an independent aviation unit, followed by command positions in a fast bomber aviation squadron in December, 1936, the 58th Fast Bomber Aviation Regiment in April, 1938, and the 55th Light Bomber Aviation Brigade in August, 1938. He participated in the Soviet-Finnish War as commander of the 55th Light Bomber Aviation Brigade, completing 25 combat sorties. In August, 1940, he became commander of the 2nd Mixed Aviation Division, and in May, 1941, commander of air forces in the Orel Military District[1].
After the start of Operation Barbarossa, Naumenko became deputy commander of the air forces of the Western Front in July, 1941, and then in November, 1941, became full commander. In September, 1942 he became commander of the 4th Air Army. In May, 1943 he became commander of the 15th Air Army, a position that he held until the end of the war[1].
