Papivin joined the Red Army in 1920 and served in the infantry. He rose to the position of platoon commander and assistant commander of a rifle company[1].
In 1927 Papivin graduated from the Leningrad Air Force Military Theory School, and then entered the Borisoglebsk Military Pilots School, graduating in 1929[2]. By May, 1933 he had become commander of an independent corps aviation unit. In October, 1935, he became commander of a light bomber aviation unit. In August, 1939, he became commander of the 65th Light Bomber Aviation Bridage, and in August, 1940, commander of the 1st Reserve Aviation Brigade[1].
During World War II, Papivin became commander of the 264th Ground Attack Aviation Division in June, 1942. In September, 1942 he became deputy commander, and in May, 1943 commander of the 3rd Air Army. He remained commander of the 3rd Air Army for the rest of the war[1].
On April 19, 1945, Papivin was awarded the title Hero of the Soviet Union for his service during the war[2].
