Ptukhin was born on March 3, 1902 in Yalta (modern day Ukraine) into a military family[1].
He joined the Red Army and the Communist Party in 1918 and participated in the Russian Civil War. In 1929, he completed military pilot's school. On November 28, 1935, he received the rank of Brigade Commander (Kombrig) and commanded a Fighter Aviation Brigade[1].
Ptukin participated in the Spanish Civil War under the pseudonym "General José"[1].
Starting in 1938, he commanded the Leningrad Military District's air forces, which became the Northwestern Front during the Soviet-Finnish War.
In 1939, Ptukin completed the Command Staff Development course at the General Staff Academy[1].
On March 21, 1940, Ptukhin was awarded the title Hero of the Soviet Union, and in June 4, 1940[2] was promoted to Lt. Gen. In January, 1941, he was made Chief of the Main Directorate of the Red Army Air Defense Forces (PVO), and in spring of that year he became Commander of the Kiev Special Military District's air forces[1].
Five days into the war, Ptukhin was recalled to Moscow and arrested, and on February 23, 1942 he was executed[1].
