The resolution is dated November 5, 1940, classified top secret, and signed by Mikoyan and Khlomov.

It specifies that in order to bring the Red Army Air Force flight schools up to strength:

  • Osoaviakhim should train an additional 20,000 pilots on the U-2 by October 1, 1941
  • The Civil Air Fleet should train 10,000 pilots on the U-2 by October 1, 1941

In order to avoid disrupting industry, the resolution also specifies that the pilot trainees should be chosen from students, service men, youths from the farms, and only 10-15% workers.
