The resolution is dated November 5, 1940, classified top secret, and signed by Mikoyan and Khlomov. It is divided into separate sections addressing long range aviation, creation and organization of air units, training of flight and technical personnel, and increases in the total number of personnel.
[edit] I. Long Range Aviation
In order to increase the specialized training of long range aviation units, the resolution specifies that aviation regiments equipped with TB-3, TB-7, and DB-3 bombers be organized into independent Long Range Aviation Divisions of three regiments each. Aviation Corps were also to be formed, for command of Divisions located within the same region. For join training, each Corps was also to include a Fighter Division containing three regiments of twin-engined fighters.
For training and development purposes, the units were to be subordinated directly to the Commander of Red Army Air Forces, and for administrative and basing purposes to the military district that they are located in. Additionally, the position of "Assistant Commander of the Main Directorate of the Red Army Air Forces for Long Range Aviation" was created, along with a Directorate of Long Range Aviation subordinate to the Main Directorate.
The specific Order of Battle for Long Range Aviation was specified as follows:
