Rychagov joined the Red Army in 1928, and completed the Borisoglebsk Military Pilots School in 1931.[1].
After completing pilot's school, he was assigned to the 109th Squadron of the 36th Fighter Brigade, stationed in Zhitomir[2].
In October, 1936, Rychagov's detachment was sent to fight in the Spanish Civil War. Rychagov, using the pseudonym "Pablo Palancar", commanded a group of three squadrons of I-15 fighters.
Rychagov was promoted to the rank of Lt. Gen. on June 4, 1940[3].
On April 12, 1941, Rychagov was removed from his position as Commander of the Air Forces and sent to attend the General Staff Academy[2][4].
