Slyusarev joined the Red Army in 1928 and graduated from the Kachinsk Military Aviation School in 1930[1].
He participated as a Soviet volunteer pilot from May, 1938 to March, 1939 in the Second Sino-Japanese War. On February 22, 1939, he was awarded the title Hero of the Soviet Union for this combat actions in China[1].
He also participated in the Soviet-Finnish War[1].
During World War II, Slyusarev held a number of command positions, including commander of an air division, commander of the 2nd Guards Ground Attack Corps (part of the 2nd Air Army in the 1st Ukrainian Front), deputy commander of the 4th Air Army, and commander of the 2nd Air Army[1].
Starting in 1947 he served as the commander of the 7th Bomber Corps in the Primorsk Military District[1].
From 1949-1950, and again from 1953-1955 he served as military adviser to the Chinese People's Republic. In between those two tours of duty he attended the General Staff Academy, graduating in 1952. From 1957-1964 he served as chief of faculty for the Soviet Air Force Academy. In 1964 he entered the reserves[1].
