Tkachyov joined the Communist Party in 1918. During and after the Russian Civil War he served as a military commissar in several infantry units. From 1925-30 he served as commander of the 46th Rifle Division. He attended the Frunze Military Academy from 1930-32. In 1932 he served as commander of the 12th Rifle Corps[1].
In 1933 he assumed his first position in the air forces, serving as deputy commander of the Main Directory of the Red Army Air Forces. In 1935 he became commander of the Main Directory of the Civil Air Fleet at the rank of Corps Commander and served in that position until 1938[1].
On January 29, 1938, he was arrested. He was convicted on July 29, 1938 and executed on the same day[1].
