Tkhor joined the Red Army in 1923. He graduated from the Sumsk Military School in 1924. In 1929 he completed the Kremlyovsk Command School, including the course for pilot-observers. In 1934 he completed the Borisoglebsk School for Flight Commanders[1].
Tkhor participated as a Soviet volunteer pilot in the Spanish Civil War, completing more than 100 combat sorties. He also served in China, as the Air Force Attaché and chief military adviser for aviation. He participated in the Battle of Khalkhin-Gol in 1939[1].
During World War II, Tkhor was Deputy Commander of the 62nd Aviation Division. He was captured by the Germans on September 23, 1941 in the region of Kharkov. In January, 1943 he was executed in a German prison[2].
Tkhor was posthumously awarded the title of Hero of the Soviet Union on June 26, 1991[1].
